Job Description:

Provides administrative and clinical oversight and support to BMC’s Cancer Care division, including the division of Hematology-Oncology and Radiation Oncology. Supervises all nursing staff associated with the practices. Monitors finances of the practices and ensures the practices are managed in a cost-effective manner. Works in collaboration with the Medical Director(s) of the Practices, the Medical Staff, , and the Associate Chief Nursing Officer of Ambulatory Care. Knowledge of Oncology practice management, Infusion areas, and ambulatory practices. Interprets and enforces hospital and departmental policies for all employees; ensure conformance to Boston Medical Center grievance process. Represents the department at labor/management hearings; assists in preparation of materials for hearings and arbitration cases, as needed. Develops, monitors, and revises the clinic schedule to ensure efficient patient flow in the Practice. Develops clinic performance standards in conjunction with the Medical Director and Department Faculty. Monitors clinical performance regularly against standards and prepares and implements steps to bring clinic in conformance with those standards. Assesses and develops management tools that assess and report provider productivity, patient demand for services patient satisfaction, and other related areas that improve the overall access and quality of Medicine services. Maintains clinic policy and procedure manual. Adheres to performance standards as outlined by JCAHO. Meets regularly with the Associate Chief Nursing Officer.. Meets weekly with the Operations team leadership and Medical Director. Assess the adequacy of staffing levels for clinic staff and makes recommendations to senior management in the department regarding additional staffing needs. Assigns work and monitors staff workload to maintain maximum efficiency. Monitors employee needs for training. Develops annual training module and makes it accessible for each employee in the Ambulatory Clinical Practice. Communicates departmental goals to employees and foster a work environment that motivates employees to achieve these goals. Coordinates housekeeping, maintenance, and repairs for the infusion physical space, ensuring that all areas, equipment, and furnishings are kept clean and in good repair. Recommends needs for capital renovation and works with the Directors of Operations and Associate Chief Nursing Officer to get projects approved by the hospital planning/approval process. Coordinates payroll, evaluates and approves staff schedule changes and requests for time off, ensuring that staffing needs of the practice are met. Completes all purchase and check requests for goods and services. Provides training in customer service to staff and ensures the patients receive good customer service, receive good care, are treated with dignity and respect, and are satisfied with the level of care received. Establishes that all patient complaints emanating from the Practice are resolved. Evaluates all complaints quarterly to assess for trends, and the need to implement a quality improvement plan with all clinical staff as it affects patient outcomes and satisfaction. Maintains proper infection control procedures utilizing established hospital infection control and safety procedures. Serves on hospital committees as necessary or as requested by Administrative Staff. Takes leadership role in representing Medicine at these committee meetings. Compiles and maintains statistics. Produces reports on clinic activity, visit volume, panel size, etc. by computerized process. Demonstrates cost conscious awareness by comparing and analyzing practice site expenditures monthly and effectively utilizing space and supplies within budgetary constraints Utilizes hospital values as the basis for decision making and to facilitate the department’s hospital mission. Oversees infusion clinic which serves patients across the institution. Provides clinical supervision to nursing in Radiation Oncology. Nursing Responsibilities Management of Clinical Nursing Practice and Patient Care Delivery: 1.1 Maintains twenty-four hour accountably for excellence in the clinical practice of nursing and the delivery of patient care on the unit(s) of responsibility. 1.2 Implements strategies and programs of patient focused care that are consistent with the institution and department’s policies, goals, objectives. 1.3 Develops and sustains an environment that supports excellence in clinical practice through planning and implementing programs that contribute to positive patient outcomes. Holds staff accountable for implementing standards of care, practice and performance. 1.4 Assesses patient’s and family members’ response to nursing care, validating that care provided is consistent with the medical plan and responsive to the patient’s culturally diverse needs/preferences. 1.5 Evaluates the adherence to and effectiveness of unit-based, departmental and interdisciplinary clinical standards and programs through the establishment of quality improvement activities. 1.6 Facilitates and supports research in nursing and other fields, ensuring that current relevant research findings are incorporated into clinical practice and care delivery structures. 1.7 Serves as a consultant on clinical matters related to areas of expertise and participates in direct care as needed. 1.8 Demonstrates the knowledge and skills necessary to provide care appropriate to the age groups of patients regularly served. Consults/utilizes appropriate resources when patients outside regularly served age groups are present. Management of Human Resources: 2.1 Recruits and retains qualified personnel. 2.2 Ensures that hiring and supervising practices and promotion recommendation actively support the organization’s affirmative action and equal opportunity policy, and diversity statement. 2.3 Assures appropriate skill mix to provide quality care, considering fluctuations in unit(s) activity and acuity levels. 2.4 Interviews, hires, supervises, and evaluates unit(s) staff according to established personnel policies and procedures. Works collaboratively with Human Resource/Labor Management staff as needed. 2.5 Acquires, maintains, and utilizes knowledge of current labor contracts and personnel polices and procedures; initiates timely and appropriate management interventions inclusive of coaching, counseling, and progressive discipline. 2.6 Conducts regular staff meetings on all shifts; maintains a unit communication book and system and ensures effective dissemination and discussion of key issues. 3.0 Management of Fiscal Resources: 3.1 Prepares, monitors, and administers annual budgets for associated cost center (s) considering trends, projections, and department/hospital objectives and goals. 3.2 Develops, implements and evaluates corrective action plans for variances when appropriate. 3.3 Identifies and prioritizes capital budget needs for area(s) of responsibility. 3.4 Evaluates, when two or more practice options exist that achieve acceptable quality outcomes, the factors related to safety, effectiveness and cost when selecting the option of implementation; established work-flow standards and policies when necessary. 3.5 Authorizes labor and other expenditures to meet patient care needs for assigned unit(s). 3.6 Acquires and maintains current knowledge of healthcare economics. 4.0 Compliance with Regulatory and Professional Standards: 4.1 Remains current regarding standards of care established by the department, the profession, and regulatory agencies. 4.2 Participates in the development, interpretation, and implementation of nursing practice and patient care policies, standards, and guidelines. 4.3 Supports and implements the hospital’s Risk Management program through the timely and accurate completion of employee injury reports, incident reports, and other required paperwork; conducts follow-up investigation and initiates corrective action as needed. 5.0 Participation in Strategic Planning and the Institution, Department and Unit Level: 5.1 Provides nurse executive with staff input for the purpose of institution-wide strategic planning activities 5.2 Participates in strategic planning activities of the organization and the Nursing Department 5.3 Develops and implements a unit strategic plan in collaboration with staff that supports the department and the institution strategic plans. 6.0 Development of Personnel: 6.1 Provides the opportunity for staff to be involved in unit-based strategic planning, development of policies and procedures, quality improvement activities, and precepting. 6.2 Serves as a resource/mentor to staff regarding professional development encouraging continuing education, formal study, and individual learning opportunities as appropriate. 6.3 Identifies staff development needs on an individual basis; works collaboratively with clinical instructors, off-shift supervisors, case managers, and peers to address identified needs. 6.4 Encourages staff participation in professional organizations and attainment of specialty certification. 7.0 Promotion of Collaborative Practice/Relationships: 7.1 Serves as a teacher/leader/role model in fostering a collaborative environment for unit(s) of responsibility. 7.2 Maintains working relationship and a unit service environment that are responsive to the needs of internal and external customers (e.g. patients, visitors, referring physicians and organizations, vendors, third party payors, schools of nursing, etc.). 7.3 Ensures that care regimens are interdisciplinary and based on meeting individualized patient care needs and goals; actively supports staff and own participation in: leadership of appropriate patient care forums inclusive of patient care conferences/team meetings, collaborative quality improvement teams, rounds, etc. 7.4 Established collaborative associations and mechanisms for open dialogue with members of the Nursing Department, Medical Staff, and other hospital staff; promotes relationships based on mutual respect and support. Requirements: Bachelor’s Degree in Nursing; Master’s Degree in Nursing or a related field strongly preferred. Current unrestricted Massachusetts Registered License; certification in related specialty areas encouraged. Oncology Nursing Society chemotherapy/biotherapy provider card preferred, and hematology-oncology experience preferred. A minimum of five years of progressively responsible nursing/administrative experience; previous leadership experience with demonstrated management ability preferred. Pandologic.
